An author starts by claiming that stagnant economy in the U.S.A. leads many state legislatures to come up with state-sanctioned lotteries in order to increase state revenues as a form of voluntary taxation. Lotteries' benefits in education, welfare or public good are well supported by the history of using lotteries in various states and the testimony of economist expert John Morgan. Other evidences why lotteries are required can be seen from newly created jobs in Georgia and influx of money from states which don't have their own lotteries. The author confirms another support of voluntary state revenues by an example in Wisconsin that state legislature has given its citizen tax relief because of enough funds from state lotteries. Still, the author acknowledges the negative aspect of lotteries by comparing with alluring propaganda of fast food or alcoholic beverages that all depend on individual awareness. However, substantial benefits from lotteries revenues should be considered.
